$8,000 Tax Credit Extended and a New "Step-Up" Tax Credit Initiated
The measure will extend the first-time homebuyer tax credit until April 30, 2010. In addition, those who have signed a contract before May 1, 2010 will have 60 days to close on the home. Increases the income limits to $125,000 on a single return and $225,000 on a joint return (from $75,000 and $150,000, respectively). Those who purchase in 2010 will be able to claim credit on 2009 tax return. Definition of first-time buyer remains the same as those who have not owned a home in the last three years. The credit will remain at $8,000.
Step-up Buyers
Those who have owned the same home for 5 consecutive of the last 8 years will be eligible for a $6,500 tax credit. The $6,500 tax credit will be eligible for purchases between December 1, 2009 and May 1, 2010 and will have 60 days to close on the home. The income limits are also $125,000 on a single return and $225,000 on a joint return and have a $20,000 phase-out thereafter. Those who purchase in 2010 will be able to claim the credit on 2009 tax return.

Decline slows in Upstate home salesBy Angelia DavisBusiness Writer
The pace of declines in home sales is beginning to slow both in the Upstate and the rest of South Carolina, which realtors say may be a sign that the market is starting to recover.
According to statistics from the Multiple Listing Service (MLS) of Greenville, year-over-year home sales are down 29 percent for January through June.
But Nick Sabatine, chief executive officer of the Greater Greenville Association of Realtors, said the figures were down more than that – 31.9 percent – from January through May of 2009.
“That means there's improvement there,” he said.
Another sign that “everything is turning more positive” locally is that fewer homes are listed on the market for sale this month compared with the total from last month, Sabatine said.
There were 7,062 residences on the market as of July 10, compared with 7,175 a month ago, the MLS shows.
.“Although it's up 1.9 percent over last year at this time, the numbers (on the market) are down which means that more houses that have been listed are selling,” he said.
“Are we still in a housing recession? Yes we are. But what's happening is things are beginning to very slowly turn around,” he said.
Statewide, there is a 24 percent decline in the number of homes sold year to date and it's starting to level off a little bit, said Nick Kremydas, chief executive of the state organization.
“What we saw was a really bad fourth quarter in ‘08, a not so great first quarter in ‘09, and it looks like the second quarter is starting to ease up,” Kremydas said.
Both Sabatine and Kremydas credit the positives to the $8,000 tax credit for first time homebuyers, low mortgage rates, selection of inventory, and the summer home buying season.
Kremydas is hopeful that the slowdown in declines means “2009 will be the bottom of the market and that 2010 will lead to the start of a rebound.”
But “I'm not ready to get too excited,” he said.
Yet, the association's 20,000 members statewide are more optimistic than he's seen them since the downward trend began.
“I'm encouraged by our members sense of encouragement and optimism for the coming months. We're just waiting for the numbers to catch up,” he said.

It is imperative that you get up to speed on this initiative TODAY and work to support the Senate’s Amendment (which would provide up to a $15,000 tax CREDIT to every purchaser of a primary residence … not just 1st time home buyers limited under the House’s proposal). Those RE/MAX REALTORS who work to educate their spheres of influence (as well as their buyers and sellers) right NOW will be far ahead of the pack when this revised Stimulus Bill becomes law upon the President’s signature. Be prepared to capitalize on this opportunity!

Fellow Broker/Owners and Managers:You may have read the email that Dave Liniger sent out last week regarding the current legislative activities in Washington surrounding the Economic Stimulus Bill. This is a critical "front burner" issue, with the bill likely to be finalized this week. So, it is critical that, if you haven't contacted your legislators yet, you do so as soon as possible.The House version includes a 7,500 dollar tax credit for new home buyers, but the Senate version has a 10% tax credit with a ceiling of 15,000 dollars, for all home buyers. At this time, neither version has incorporated a provision for promoting lower mortgage interest rates. The Senate is expected to vote today and after that a conference committee will work out the differences between the two versions.Through the Treasury Department and legislation, there are other proposals for streamlining short sales and preventing foreclosures. Also, there are efforts to keep the increased conventional loan limits that were temporarily in place during 2008. All these Housing Stimulus provisions would have a beneficial impact on our current market.The National Association of Realtors® is working to have these proposals and others incorporated into the final Stimulus Bill.
